Monrovia, Liberia — House Speaker Richard Nagbe Koon has issued a strong caution to members of the House of Representatives, particularly newly elected lawmakers, to exercise discipline and responsibility in their public communications, warning that careless or inaccurate statements risk undermining the credibility of the Legislature.
Speaking on concerns surrounding recent public pronouncements, Speaker Koon emphasized that the House operates as a rule-based institution guided by established procedures and legislative standards. He urged lawmakers to fully acquaint themselves with these rules and ensure that both their conduct and public engagements reflect the integrity expected of the Legislature.
The Speaker specifically referenced Bomi County Representative Sam P. Jallah, raising concerns over what he described as a pattern of inconsistent and misleading statements. According to Koon, there have been instances where Representative Jallah allegedly contradicted his own actions, including signing official documents and later denying involvement.
Addressing controversy surrounding the Supplementary Budget, Speaker Koon dismissed claims that due process was not followed. He clarified that the budget was properly reviewed and endorsed by both chambers of the Legislature—the House of Representatives and the Liberian Senate.
He disclosed that the report received the backing of more than nine members of the Committee on Ways, Means and Finance, along with five members of the Public Accounts Committee, forming the required simple majority in line with legislative procedures.
Koon further questioned assertions that the budget lacked proper authorization, noting that the Liberian Senate would not have concurred with the House’s decision without full documentation and adherence to established processes.
He also reminded the public that the Legislature has the constitutional authority to convene special sessions when necessary, reinforcing the legitimacy of its actions regarding the budget.
Amid growing concerns from fellow lawmakers, Speaker Koon revealed that Representative Jallah has been summoned to appear before the House leadership on Monday to respond to the allegations stemming from his public statements.
In an effort to strengthen institutional discipline and capacity, the Speaker announced plans to organize a comprehensive workshop for members of the House. The initiative, he said, will focus on enhancing lawmakers’ understanding of legislative procedures, ethical standards, and effective communication.
Speaker Koon reaffirmed the leadership’s commitment to maintaining order, accountability, and public trust, stressing that the credibility of the House of Representatives remains paramount in the execution of its constitutional duties.
