MONROVIA, Liberia – The Liberia National Police (LNP) has dismissed the commandant of its Police Academy and Training School, Commissioner Saymor K. Mulbah, over allegations that he extorted money from a businessman by falsely claiming he could secure a supply contract for the academy.
According to a dismissal letter obtained by The Liberian Investigator, Mulbah was removed from his position as Commissioner of Police for Training and Manpower Development and head of the Police Academy in Paynesville, effective July 20.
The dismissal letter, issued on Ministry of Justice letterhead and signed by Deputy Commissioner of Police Fitzgerald T. M. Biago, head of the LNP’s Human Resource Management Division, states that the decision followed findings of unsatisfactory conduct and unsatisfactory performance under Section 6.5 (e and f) of the Liberia National Police Administrative Instructions on Discipline and Professional Standards.
The letter alleges that Mulbah solicited money from businessman Khalil Fawaz while claiming he could facilitate the award of a contract to supply food, clothing, logistics, and other training materials to the Police Academy.
The reported allegation involves dealings with the Fawaz family, a well-known Lebanese business family with longstanding commercial interests in Liberia. However, the dismissal letter does not accuse Khalil Fawaz or any member of the family of any wrongdoing. They are identified only as the alleged target of the solicitation.
Beyond the administrative action, the LNP has ordered Mulbah to report to the Crime Services Department for a criminal investigation, signaling that the matter could proceed beyond internal disciplinary measures and potentially lead to prosecution.
The former academy commandant was also directed to surrender all government-issued property, including his badge, uniforms, identification card, and boots, to the Human Resource Management Division. In addition, the letter instructed him to immediately stop identifying himself as a member of the Liberia National Police.
Copies of the dismissal letter were distributed to several divisions within the police, including the Legal Section, Internal Audit, and Mulbah’s personnel file.
Mulbah had overseen the Police Academy in Paynesville, the institution responsible for training new recruits and providing specialized and in-service courses for serving officers. He was publicly representing the academy as recently as November 2025, when he launched a police instructors’ training program conducted in partnership with an international organization.
Attempts to obtain Mulbah’s response were unsuccessful. The Liberia National Police has also not publicly commented on the dismissal, the status of the criminal investigation, or whether the matter has been referred to prosecutors. Efforts to reach Khalil Fawaz for comment were likewise unsuccessful.
