MONROVIA, Liberia – The Monrovia City Magisterial Court has dismissed all criminal charges against businesswoman Dr. Vicky Gray in connection with an alleged assault at Cigar Bar in Sinkor, ruling that prosecutors failed to establish probable cause linking her to the incident.

In a ruling delivered on Friday, Stipendiary Magistrate L. Ben Barco acquitted Dr. Gray of charges including aggravated assault, simple assault, menacing, criminal conspiracy, and disorderly conduct, concluding that the prosecution did not present sufficient evidence to support the allegations against her.

While clearing Dr. Gray, the court found probable cause to proceed against two of her security guards on reduced charges of simple assault and disorderly conduct, instead of the original aggravated assault allegation. A third security guard, Prince Garsuah, was also acquitted after the court found no evidence linking him to any criminal wrongdoing.

The case stemmed from a complaint filed by Stephen Weah, Joseph C. Weah Jr., and Emmanuel Buno, who alleged they were assaulted during the early hours of June 21, 2026, at Cigar Bar on 19th Street in Sinkor. Prosecutors claimed Dr. Gray had instructed her security personnel to attack the complainants during the confrontation.

During the preliminary examination, event host Grace Hawa Weah testified that she heard Dr. Gray allegedly tell her security personnel to “beat them all” shortly before the altercation. However, under cross-examination, she admitted that Dr. Gray did not physically participate in the incident and acknowledged that there was no audio or video recording capturing the alleged statement.

Police investigator George K. Quaye also testified that while investigators confirmed a confrontation had taken place and observed injuries sustained by the complainants, they were unable to determine who specifically carried out the assault. He further disclosed that the investigation was halted after the complainants sought to withdraw the matter before police reached their final conclusions.

Complainant Stephen Weah testified that he was attacked by several individuals, struck with a shisha bottle, and suffered a serious eye injury. He also confirmed before the court that Dr. Gray did not physically assault him during the incident.

In delivering his ruling, Magistrate Barco held that the evidence presented by the prosecution failed to establish probable cause that Dr. Gray committed or participated in the alleged offenses. However, the court determined that witness testimony and medical evidence were sufficient to support lesser charges of simple assault and disorderly conduct against two of the remaining defendants.

Following the ruling, prosecutors formally excepted to the portion of the court’s decision acquitting Dr. Gray, signaling their intention to seek appellate review of that aspect of the judgment.
