Nimba County District #7 Representative Musa Hassan Bility has introduced a new legislative proposal aimed at preventing the disqualification, suspension, or deregistration of legally registered political parties solely on the basis of their performance in past elections.
The bill, which has been submitted to the House of Representatives, seeks to repeal specific provisions contained in Liberia’s New Elections Law that currently allow electoral authorities to take punitive administrative action against political parties that fail to meet certain electoral thresholds.
Speaking through his communication to the Legislature, Representative Bility stressed that the continued existence of political parties should not be dictated by electoral outcomes or regulatory benchmarks, but rather by the free will and support of the Liberian people.
He further argued that the Constitution of Liberia guarantees fundamental rights to freedom of association and political participation, rights which he believes must remain protected regardless of whether a party wins or loses elections.
According to him, political competition should remain open and inclusive, allowing parties to survive, reorganize, and continue participating in the democratic process without the threat of being wiped out through administrative enforcement mechanisms tied to election results.
The proposed legislation, officially titled the Political Inclusion and Democratic Participation Amendment Act of 2026, has been forwarded to the relevant committees of the House of Representatives for further scrutiny and deliberation.
If passed, the bill would mark a significant shift in Liberia’s electoral framework by limiting the power of electoral regulators to remove political parties based on performance metrics, instead reinforcing long-term political plurality within the country’s democratic system.
