MONROVIA, Liberia – The Monrovia City Court has issued a Ne Exeat Republica writ against social media personality Dr. Vicky Gray, effectively preventing her from leaving Liberia pending ongoing legal proceedings.

The writ, dated June 24, 2026, was issued by Stipendiary Magistrate L. Ben Barco following an application filed by petitioners Stephen Weah, Joseph C. Weah Jr., and Emmanuel Buno.

According to court documents, the petitioners informed the court that Gray was allegedly making preparations to travel outside Liberia, a move they argued could affect the adjudication of a matter currently before the court.

After reviewing the application, Magistrate Barco ordered the issuance of the writ, a legal instrument designed to prevent an individual from departing the country while judicial proceedings remain unresolved.

The court’s order directs Captain Augustine T. Forleh, a ministerial officer of the court, or his designated deputy, to arrest and bring Gray before the Monrovia City Court located at the Temple of Justice. The writ further instructs that Gray be formally notified to appear before the court and that the serving officer submit an official return detailing how the order was executed.

A Ne Exeat Republica writ is a legal mechanism used to restrain a person from leaving a country’s jurisdiction when a court believes their departure could frustrate, delay, or undermine ongoing legal proceedings.

The latest development comes amid legal challenges facing Gray, who was recently reported to have been arrested in connection with allegations of aggravated assault stemming from an incident in Monrovia.

As of press time, authorities had not confirmed whether Gray had been taken into custody under the writ or whether she had already appeared before the court in compliance with the order.

Further details are expected as the matter continues before the Monrovia City Court.
