The Government of Liberia has announced a significant restructuring of transport-related services, following a directive issued by President Joseph Boakai that reassigns key responsibilities away from the Ministry of Transport.
Under the new arrangement, all functions associated with the issuance of driver’s licenses and vehicle registration will be transferred to Liberia Traffic Management Incorporated (LTMI) beginning March 1, 2026.
The directive, signed by Samuel A. Stevquoah, Minister of State for Presidential Affairs, instructs that every operational unit of the Ministry of Transport connected to driver licensing and vehicle registration be shut down and disengaged by the effective date. Following the transition, the Ministry of Transport will retain only its Inspectorate Division, limiting its role strictly to inspection-related duties.
As of March 1, LTMI will assume full and unrestricted control over driver’s licensing, vehicle registration, and all related services, in accordance with the provisions of its Concession Agreement with the Government of Liberia.
Authorities noted that the decision is being implemented while government awaits deliberations from the Inter-Ministerial Concessions Committee (IMCC), alongside ongoing negotiations aimed at resolving outstanding issues in good faith.
Government officials emphasized that the transition is designed to maintain uninterrupted public services during the review process, while investigations, consultations, and policy discussions continue at the national level.
