The Ministry of Transport has confirmed plans to transfer all motor vehicle and driver’s license registration services to the controversial Liberia Traffic Management Incorporated (LTMI), with the handover scheduled for Saturday, February 28, 2026.

Two separate communications from sources within the Ministry indicate that the transition will take effect at noon on the specified date. A key directive is contained in an Inter-Office Memorandum dated February 23, 2026, issued by Transport Minister Sirleaf R. Tyler. The memo instructs all appointed officials that the Ministry will discontinue new motor vehicle and driver’s license registrations within the Tax Administration and LISTAX systems effective 12:00 p.m. on February 28.

According to the Minister, the suspension is intended to facilitate a seamless transfer of registration and licensing responsibilities to LTMI.

Further confirmation is contained in a letter dated February 20, 2026, addressed to James Dorbor Jallah, Commissioner General of the Liberia Revenue Authority. The Ministry formally requested that all new registrations and related transactions within the Tax Administration and LISTAX platforms be halted by noon on the same date. The correspondence reassured the LRA of the Ministry’s continued cooperation on other revenue-related engagements.

The move, however, unfolds against the backdrop of an active legal challenge before the Supreme Court of Liberia. The Court has scheduled a conference for 10:00 a.m. on Friday, February 27, 2026, in connection with a petition for a writ of prohibition filed by Modern Development & Management Corporation (MDMC). The hearing will be presided over by Associate Justice Yussif D. Kaba at the Temple of Justice.

MDMC, through its Chief Executive Officer John S. Youboty Sr., is seeking to halt ongoing vehicle registration and driver’s license operations currently being undertaken by Liberia Traffic Management (LTM). The company maintains that it holds a valid nine-year contract with the Ministry of Transport granting it exclusive rights to produce and administer vehicle registration plates and driver’s licenses nationwide.

The Ministry’s decision to proceed with the transfer to LTMI, despite the pending court action, is expected to intensify public scrutiny and debate over the legality, transparency, and future management of Liberia’s vehicle registration and driver licensing system.
