The Liberia National Police has formally cleared Deputy Minister for Youth Development J. Bryant McGill of rape allegations, concluding that a comprehensive investigation found no evidence linking him to the claims.
In an official Police Confirmation Clearance issued following months of inquiry, the LNP cited forensic DNA analysis and geolocation data that directly contradicted the allegations. As a result, investigators ruled McGill out as a suspect and closed the case.
The complaint, filed on August 30, 2025, alleged that McGill sexually assaulted a woman identified as F.P.C.D. in his office at the SKD Sports Complex. A separate allegation claimed a similar assault occurred two days earlier near the Zone-8 Depot within the same community.
However, police investigators determined that on August 28, 2025, the date of the earlier alleged incident, GSM/GPS data placed McGill in Thinker’s Village, several miles away from the reported crime scene. According to the findings, cell-tower records showed his phone connected to an Orange GSM tower in Kenny Town, Thinker’s Village, between 6:30 p.m. and 9:00 p.m., contradicting the timeline provided by the complainant.
Further undermining the allegations, DNA testing conducted by the Forensics Institute in Kigali found that male genetic material recovered from the victim’s clothing did not match McGill’s Y-STR profile. Investigators concluded that he could be excluded as a contributor to the DNA profiles obtained.
“In testament of the facts of this case, the investigation exonerates Mr. J. Bryant McGill from the allegation of the crime of rape,” the clearance document states, confirming that he bears no responsibility for the alleged acts.
McGill serves as Deputy Minister for Youth Development at the Ministry of Youth and Sports. With the issuance of the clearance certificate, the LNP says the matter is officially closed.
