In a bold move to resolve the protracted leadership crisis in the House of Representatives, the Rule of Law Caucus has submitted a comprehensive draft proposal to former President Ellen Johnson Sirleaf, urging her to facilitate its consideration by all parties involved.
The proposal, if adopted through a binding resolution, aims to end the contentious tenure of Speaker Jonathan Fonati Koffa and pave the way for a free, fair, and transparent election of a new Speaker. This initiative seeks to restore public trust, reinforce democratic norms, and foster genuine reconciliation among lawmakers after months of dysfunction.
The House of Representatives has been embroiled in a bitter leadership stalemate, marked by accusations of procedural irregularities and partisan gridlock. The impasse has not only stalled critical legislative work but also eroded public confidence in the institution.

“The People’s House must be a symbol of unity, not division,” said Hon. Musa Hassan Bility, Chair of the Rule of Law Caucus. “Our proposal is not just about replacing leadership, it’s about restoring the integrity of the legislature and ensuring it functions as a pillar of democracy.”
The draft outlines a clear roadmap for resolving the crisis, including:
- Transitional Measures: A structured process to ensure the peaceful exit of Speaker Koffa and the election of a new Speaker through an open and accountable vote.
- Outstanding Issues: Addressing lingering disputes that have paralyzed the House, including allegations of procedural violations and partisan interference.
- Reconciliation Framework: A commitment to bipartisan dialogue to heal divisions and refocus the House on its constitutional mandate.
The Caucus emphasized that the proposal is rooted in the principles of constitutional order, legislative independence, and the rule of law. By involving former President Sirleaf, a respected stateswoman, the Caucus hopes to leverage her moral authority to broker consensus.
“Liberians deserve a functioning legislature,” Bility stressed. “This is not about personal interests; it’s about safeguarding our democracy and delivering on the promises we made to the people.”
The proposal now awaits review by stakeholders, including political blocs and civil society. If adopted, it could mark a turning point in Liberia’s political landscape, setting a precedent for resolving institutional crises through dialogue rather than discord.
As the nation watches, the Rule of Law Caucus remains optimistic that their intervention will steer the House back to its rightful role: serving the people with dignity, transparency, and accountability.
