Criminal Court “A” has ordered the Building Material Center (BMC) to turn over extensive financial and contractual records tied to the construction of the Clar Hope Foundation, a major infrastructure project now under official investigation.
The directive, issued under the court’s November Term and signed by Clerk Gabriel J. Smith, follows a petition from the Assets & Property Retrieval Task Force headed by Cllr. Edwin K. Martin. The Task Force believes BMC is in possession of critical documents needed to trace payments, verify contractual terms, and examine possible irregularities linked to the foundation’s development.
According to the Writ of Subpoena Duces Tecum, BMC’s General Manager, Chief Executive Officer, shareholders, and any individuals acting on their behalf must appear before Resident Circuit Judge Roosevelt Z. Willie on Thursday, November 27, 2025, at 10:00 a.m.

These materials are expected to support the Task Force’s ongoing probe into asset movements, project financing, and potential misconduct surrounding the high-profile foundation.
Warning for Failure to Comply
The writ instructs the Sheriff of Montserrado County to serve the order and submit a formal return to the Clerk of Court. It also cautions that any failure by BMC to comply will trigger legal consequences as provided by law.
This development represents another major push in the government’s expanded asset recovery and accountability efforts, which have gained significant momentum over the past year.
