The Monrovia City Magisterial Court has ordered the arrest of Allen P. Brown III, Chief Executive Officer of Urban Marketing Group, Inc., along with several unnamed associates, for alleged criminal activities tied to an ongoing dispute involving the Intestate Estate of the late John Hilary Tubman.
The writ, signed on September 24 by Stipendiary Magistrate L. Ben Barco and authorized for enforcement by Captain Charles Bloyuefloh, directs that Brown and his associates be taken into custody and brought before the court at the Temple of Justice.
According to the complaint filed by the Republic of Liberia through estate representatives Abdurahman Barry, Michael Morgan, and Rebecca Tubman, the defendants are accused of criminal trespass, mischief, conspiracy, facilitation, and felonious restraint. The estate claims Brown and his team unlawfully entered its 5th Street, Sinkor property on September 24 and October 1, forcibly accessing apartments and causing damages estimated at more than USD 150,000. The complaint characterizes the acts as violent and unlawful.
Background of the Case
The conflict stems from a Joint Venture Agreement between Urban Marketing Group and John Hilary Tubman. Disagreements under the agreement were taken to arbitration, which ruled in Tubman’s favor. The trial court upheld the award, and the Supreme Court of Liberia, in a February 18, 2024 ruling, affirmed the lower court’s decision, rejecting Urban Marketing Group’s petition to vacate. A later petition for re-argument was denied in May 2025, with the high court stating that the company’s filing merely attempted to challenge the court’s reasoning without identifying a legal or factual oversight.
Ongoing Legal Tensions
In a related development, Allen Roosevelt Brown, Jr., believed to be linked to Urban Marketing Group, filed a summary eviction action against members of the Tubman family over a separate property on 6th Street, alleging tenancy violations. That matter is still pending before the court.
Representatives of the Tubman Estate argue that the recent alleged actions by Brown III and his associates amount to a direct violation of existing court orders, given the Supreme Court’s confirmation of the arbitration award in their favor.
As of now, Brown and Urban Marketing Group have not made any public statement on the arrest warrant. The Monrovia City Court has emphasized that failure to comply with the writ will be treated as a serious offence.
If convicted, Brown and his associates face penalties ranging from fines to imprisonment, particularly for charges such as conspiracy and felonious restraint. The matter is expected to draw significant attention because of the Tubman family’s longstanding prominence in Liberian society.
