As the sun sets on her remarkable tenure, Emma Metieh Glassco, the former Director General of Liberia’s National Fisheries and Aquaculture Authority (NaFAA), pens an emotional and inspiring farewell message. Her words are not just a goodbye but a celebration of the incredible strides made under her leadership, a testament to her dedication, and a heartfelt thank you to the people of Liberia for the opportunity to serve.
For those unfamiliar with the world of fisheries and aquaculture, Glassco’s work might seem like a distant wave in the ocean. But her impact is anything but small. Over the past seven years, she has transformed NaFAA into a beacon of progress, securing millions in funding, forging international partnerships, and improving the lives of countless Liberians, especially those in the fishing communities.
A Legacy of Achievements
Glassco’s tenure was marked by unprecedented achievements. She spearheaded projects worth millions of dollars, including a $40 million World Bank fund, a $20 million OPEC fund, and a $12 million European Union project inherited from the Ellen Johnson Sirleaf era. These funds weren’t just numbers on paper, they translated into real, tangible benefits for Liberia.
Under her leadership, NaFAA established a state-of-the-art Microbiology Laboratory, thanks to a $3.1 million Icelandic project. She also secured $3.5 million from the Food and Agriculture Organization (FAO) for various initiatives. These projects didn’t just boost Liberia’s fisheries sector; they positioned the country as a key player in global fisheries management.
One of her crowning achievements was the ratification of critical international agreements, such as the Port State Measures Agreement, which combats illegal fishing, and the Fisheries and Aquaculture Management and Development Law (2019). These legal frameworks have strengthened Liberia’s ability to protect its marine resources and ensure sustainable fishing practices.
Empowering Local Communities
Glassco’s vision extended beyond policy and infrastructure. She was deeply committed to improving the lives of local fishermen and women in the fisheries sector. Programs like the Net Exchange Program, Outboard Engines Program, and Life Jackets Safety Program directly benefited fishermen, making their work safer and more productive.
She also championed gender inclusivity, launching a $2 million microloan program for women in fisheries and fishmongers. The arrival of new fiberglass engine boats and the construction of processing and storage facilities further empowered women in the sector, enabling them to increase fish production and improve their livelihoods.
Building for the Future
Glassco’s forward-thinking approach didn’t stop there. She secured a $60 million loan to build the Mesurado Fishing Pier and Fishing Industrial Port, along with landing and processing facilities in five counties. This project, once completed, will revolutionize Liberia’s fishing industry, creating jobs and boosting the economy.
Education was also a priority. Glassco established a Bachelor of Science program in Fisheries and Aquaculture Sciences at the University of Liberia, complete with a newly built Fisheries Dormitory and Administrative Building. This initiative ensures that future generations of Liberians are equipped with the knowledge and skills to sustain and grow the sector.
A Global Leader
Liberia’s fisheries sector gained international recognition under Glassco’s leadership. The country hosted several high-profile fisheries conferences, and NaFAA assumed the chairmanship of the Fisheries Commission for the West Central Gulf of Guinea (FCWC). These accomplishments underscore Liberia’s growing influence in global fisheries management.
Despite her many successes, Glassco’s departure is tinged with mixed emotions. Politics, she admits, interrupted her plans for a more graceful exit. Yet, she leaves with her head held high, proud of the work she and her team accomplished together.
In her farewell message, Glassco extends her gratitude to everyone, those who supported her and those who didn’t. She urges her colleagues to rally behind the new leadership, emphasizing the importance of sustaining the gains made over the years.

A Heartfelt Thank You
Glassco’s love for Liberia shines through in her words. She thanks the Liberian people for the opportunity to serve and expresses her gratitude to former President George M. Weah for entrusting her with the role. Her message is one of hope, resilience, and unwavering commitment to her country.
As she steps away from NaFAA, Glassco leaves behind a legacy of progress, empowerment, and innovation. Her work has not only transformed Liberia’s fisheries sector but has also set a standard for leadership and dedication.
