Alex D. Dolewon, 40, an agent of the National Security Agency (NSA), has been arrested and charged with leaking classified information in a case that has raised serious concerns about national security. Investigators believe his actions jeopardized the safety of senior agency officials and exposed sensitive intelligence.
Authorities say Dolewon’s actions breached several sections of Liberia’s Revised Penal Law, including:
- Chapter 12, Subchapter E, Section 12.71: Unlawful Disclosure of Confidential Information
- Chapter 11, Section 11.9: Mishandling of Sensitive Information
- Chapter 14, Subchapter B, Section 14.23: Recklessly Endangering Another Person
- Chapter 14, Subchapter B, Section 14.27(c): Criminal Coercion

The charges follow a formal complaint from the NSA accusing Dolewon of unlawfully sharing sensitive intelligence.
What Happened?
An internal investigation revealed that Dolewon, stationed at the NSA’s headquarters in Caldwell, Montserrado County, shared classified information with his uncle, House Speaker Cllr. Jonathan Fonati Koffa, via WhatsApp. In the messages, he reportedly cautioned Koffa against associating with NSA Deputy Director for Operations Steven B. Dolo, calling him a “dirty workman.” While Dolewon admitted to sharing Dolo’s phone number, he denied sending requested photos.
A Troubling Pattern
This isn’t the first time Dolewon’s actions have raised red flags. The NSA’s investigative report uncovered multiple incidents where he shared confidential information without authorization, creating serious security risks. Messages retrieved from his confiscated devices revealed that senior NSA officials were often the target of his unauthorized disclosures.
Despite expressing regret and pleading for leniency from NSA leadership, including Director Stephen Dolo, investigators believe Dolewon’s actions were calculated. His claims of frustration over alleged mistreatment by Deputy Director Dolo were dismissed as speculative and irrelevant to the case.
Security at Risk
The NSA’s policies strictly prohibit employees from sharing intelligence without proper clearance. Investigators concluded that Dolewon knowingly violated these rules, endangering the safety of senior officials and the agency’s operations. This case has highlighted the critical need for strict oversight to prevent internal security breaches.
What Comes Next?
Dolewon now faces charges of unlawful disclosure of confidential information, mishandling sensitive data, recklessly endangering others, and criminal coercion. His actions have sparked conversations about internal security measures and the risks posed by insider threats.
As the legal proceedings unfold, this case is expected to set a precedent for how Liberia handles breaches of national security in the digital age. More updates will follow as the story develops.
