In a heartfelt move that reflects both compassion and a commitment to restorative justice, President Joseph Nyuma Boakai, Sr. has granted Executive Clemency to thirty-eight inmates across Liberia. This act of forgiveness, grounded in Chapter 6, Article 59 of the 1986 Liberian Constitution, reaffirms the administration’s dedication to fairness, rehabilitation, and humanity.
The clemency recipients include 37 Liberian nationals and one Chinese national, comprising 37 men and one woman. All were convicted of non-capital and non-sexual offenses. This decision comes after a thorough review process that prioritized inmates who:
• Had served more than half of their sentences,
• Completed their sentences but remained incarcerated due to minor restitution obligations,
• Were elderly or terminally ill.
Only those who demonstrated exemplary behavior during their incarceration were considered for clemency, ensuring that the process upheld the integrity of Liberia’s justice system. Importantly, no clemency was extended to individuals convicted of capital or infamous crimes.
The Monrovia Central Prison housed the majority of those pardoned, while the rest were inmates from other correctional facilities across the nation.
President Boakai’s decision reflects his belief in second chances and the transformative power of redemption. “Society benefits when individuals are given opportunities to reintegrate as productive members,” he emphasized.
