President Joseph Nyuma Boakai has announced a new slate of appointments reconstituting the leadership of the Ministry of Local Government, as part of ongoing efforts to strengthen governance, decentralization, and effective public service delivery across Liberia.
The reappointments are consistent with Chapter 25.22 of the Act establishing the Ministry of Local Government (2025) and underscore the Administration’s commitment to improving institutional performance while advancing national development priorities.
Under the revised administrative structure, the Ministry of Local Government will now be led by the following officials:
Mr. Francis Sakila Nyumalin, Sr. – Minister
Mr. Edward K. Mulbah – Deputy Minister for Local Government and Decentralization
Mr. Samuel F. Brown – Deputy Minister for Administration
Madam Selena Polson Mappy – Deputy Minister for Research, Policy and Planning
Mr. Joseph N. D. Bannah – Deputy Minister for Peacebuilding
Madam Fatima Bintu Sirleaf – Deputy Minister for Urban Affairs
Mr. J. Alphanso D. Perkins – Assistant Minister for Local Government and Decentralization
Mr. J. Emmanuel Wheinyue – Assistant Minister for Research, Policy and Planning
Mr. Eddie Cornelius Dillah – Assistant Minister for Urban Affairs
Mr. F. Dadeh Harper – Assistant Minister for Administration
Mr. Losene F. Bility – Assistant Minister for Legal Affairs and Traditional Marriages
Mr. Mike Khailelu B. Jabateh – Assistant Minister for Peacebuilding
Mr. William Jallah – Assistant Minister for Culture and Tradition
According to the Executive Mansion, the reconstitution of the Ministry’s leadership reflects the President’s determination to reinforce capable and results-oriented leadership within government institutions, while deepening decentralization, accountability, and service delivery to citizens at both national and local levels.
President Boakai has called on all newly appointed officials to approach their responsibilities with professionalism, integrity, and unwavering commitment to national service, emphasizing that effective local governance remains central to Liberia’s development agenda.
