The General Auditing Commission (GAC) has officially launched its 2026 to 2030 Strategic Plan at the Cape Hotel in Monrovia, outlining a renewed commitment to strengthening public accountability and improving audit effectiveness across Liberia’s governance system.
Speaking at the event, Liberia’s Auditor General, Mr. Garswa Jackson, described the new plan as a bold step toward enhancing transparency and good governance. He said over the past five years, the GAC has made significant progress in expanding audit coverage, improving quality assurance, and deepening engagement with stakeholders.
Mr. Jackson acknowledged that the commission continues to face resource constraints and operational challenges, but praised the strong commitment of its staff. He said the new strategic cycle is designed to build on past gains while addressing emerging risks in the public sector.

According to the Auditor General, the 2026–2030 Strategic Plan is anchored on five key goals: transforming audit delivery, pursuing financial independence, enhancing operational excellence, leveraging technology and digital transformation, and improving reporting systems and organizational culture.
He stressed that successful implementation of the plan will require sustained collaboration, adequate funding, and strong support from all stakeholders. Mr. Jackson called on government institutions, development partners, and citizens to work with the GAC to strengthen accountability and safeguard public resources.

At the same event, Mr. Jackson disclosed that for the first time in Liberia’s history, the Office of the President has been audited, describing the move as “unprecedented” and a major milestone for transparency and accountability.
He said the audit of the presidency sends a strong signal that no public institution is above scrutiny and reflects growing respect for institutional oversight and good governance principles. According to him, the development is expected to strengthen public trust and promote responsible management of state resources.
