A Liberian national identified as Jebah Doe has been cited in a recent U.S. Department of Homeland Security (DHS) enforcement report after multiple criminal convictions in Minnesota, including first-degree aggravated robbery in Brooklyn Park and receiving stolen property along with unlawful possession of ammunition or a firearm in Edina.
According to Minnesota court records, Doe’s firearm-related conviction was affirmed by the Minnesota Court of Appeals in December 2023, following a 2020 incident in which officers recovered a handgun, ammunition, and stolen items linked to an armed robbery investigation. The court upheld findings that he knowingly possessed the weapon despite being legally prohibited from doing so.
The DHS report highlights Doe’s case as part of its broader review of criminal offenders who came to the attention of federal authorities after state-level prosecutions. The final sections of the report underscore DHS’s position that repeated criminal activity among noncitizens strains local law-enforcement resources and reinforces the need for coordinated federal-state cooperation on public-safety risks. It further stresses DHS’s commitment to prioritizing individuals with violent or high-risk criminal histories for immigration enforcement action.
