The Supreme Court of Liberia has lifted the legal barrier that temporarily halted the arrest of former Justice Minister, Cllr. Frank Musa Dean Jr., in connection with an ongoing diamond license dispute.
The decision came through Justice in Chambers, Her Honor Jamestta H. Wolokollie, who officially cancelled the stay order that had suspended the Civil Law Court’s action against Cllr. Dean and others involved.
In a formal communication dated October 2, 2025, from the Clerk of the Supreme Court, Cllr. Sam Mamulu, to legal counsel Cllr. Sayma Syrenius Cephus, the Court disclosed that the scheduled conference for October 16 has also been cancelled.
Justice Wolokollie has instructed Judge J. Boima Kontoe of the Circuit Court to retake jurisdiction over the matter and move forward in line with established law.
The ruling effectively removes restrictions that had prevented the enforcement of earlier court orders, including the arrest of Cllr. Dean and other individuals linked to the disputed Gbarma Mining Agency license in Gbarpolu County.
At the center of the case is a controversial Class “C” mining license, which has raised questions about ownership rights and the handling of expired permits.
The latest Supreme Court move signals that the lower court is now fully empowered to continue proceedings and enforce its rulings without hindrance.
