The Financial Intelligence Agency (FIA) has launched a full-scale investigation into the Monrovia City Corporation (MCC), citing mounting allegations of corruption and gross financial mismanagement under the leadership of Mayor John Charuk Siafa.
In a formal communication delivered to the Mayor’s office, the FIA outlined a series of alarming irregularities allegedly taking place within the MCC. These include arbitrary deductions from employees’ salaries, the circulation of fictitious tax receipts, the presence of ghost names on the payroll, and instances of payroll duplication, suggesting a possible scheme of systemic financial abuse.
The letter, signed by FIA Director-General Mohammed A. Nasser, demands that Mayor Siafa turn over critical documentation needed to proceed with a thorough analysis. Among the items requested are:
Payroll data from the Ministry of Finance spanning March 2024 to present. Payroll submissions made to the Civil Service Agency (CSA). Bank submissions from the same period. Complete details of MCC bank accounts, including account titles and numbers. Copies of receipts issued to taxpayers from January 2025 onward. Internal investigation reports and payroll documents. Records from MCC’s electronic payment platform.
The FIA’s probe appears to be wide-ranging and hints at a potentially entrenched culture of misappropriation within the city’s governing body.
Adding fuel to the fire, Queen Johnson, a prominent figure within President Boakai’s Rescue Government, has openly accused Mayor Siafa of nepotism and abuse of office. In a recent statement, Johnson alleged that Siafa had staffed the MCC with individuals previously employed at his private printing press, and controversially appointed his own daughter as the Revenue Director of the Corporation.

These accusations are particularly damaging in light of the administration’s ongoing promises of accountability and reform. If proven true, they could trigger criminal proceedings and shake public confidence in the capital’s leadership.
Mayor Siafa, who has yet to issue a public response, is expected to comply fully with the FIA’s requests. Failure to do so could result in legal action or enforcement measures.
As the investigation unfolds, all eyes remain on City Hall. The implications of this case could extend beyond the MCC, potentially exposing broader issues within municipal governance under the current administration.
